Stenger Professional Services, Inc.(SPS) has a long and reputable history with transportation related projects throughout Illinois that include roadways, airports and railroads.
As a past employee of the Illinois Department of Transportation, Division of Highways, Jeffrey Stenger is well versed in the Department's Land Acquisition Policies and Procedures, as well as the regulatory basis for those procedures, the Uniform Relocation Assistance and Real Property Acquisition Policies Act as Amended (49 CFR 24), as well as the Illinois Eminent Domain Act, specifically pertaining to valuation (735 ILCS 30/10-5-60), relevant Illinois case law and the Uniform Standards of Professional Appraisal Practice (USPAP).
SPS also has experience with the Illinois Department of Transportation, Division of Aeronautics, as well as several downstate Airport Authorities; working together with both parties in such assignments to maintain consistency between the desires of the Authority and the needs of the Division as the compliance and funding agency under the direction of the FAA. In addition to the laws and regulations identified above, SPS is also aware of the necessary compliance with FAA Advisory Circular 150/5100-17 and FAA Order 5100.37B regarding Land Acquisition and Relocation Assistance for Airport Improvement Program assisted projects.
